The first mayor of San Diego was Joshua H. Bean, the city's last alcalde. The city's charter was canceled by the California legislature two years later, and it was placed under the administration of a board of trustees, where it remained until 1889. In 1889, the city charter was reconstructed, and the current municipal charter was enacted in 1931.
San Diego's original focus was on the Old Town sector, but by the late 1860s, the emphasis had changed to the bayfront, in the hopes of increasing trade. The erection of the El Cortez Hotel in 1927, the city's tallest building from 1927 to 1963, is credited with the growth of skyscrapers above 300 feet (91 m) in San Diego. The Union Bank of California Building and Symphony Towers were among the skyscrapers that claimed the title of San Diego's highest skyscraper as time went on. One America Plaza, which is 500 feet (150 meters) tall and was completed in 1991, is currently San Diego's tallest skyscraper.
