Garvey began developing the land by bringing in spring water from near the Hondo River and creating Garvey Lake, now Garvey Ranch Park, behind a 54-foot-high (16-meter) dam. To pay for his development and prior responsibilities, Garvey began selling sections of his property. Ramona Acres (named after the developer’s daughter, who would later inspire the title of the novel Ramona) was the area’s first community, established north of Garvey Avenue and east of Garfield Avenue in 1906.

When the cities of Pasadena, South Pasadena, and Alhambra wanted to construct a huge sewage treatment facility in the area, the new citizens formed a city. By a vote of 455 to 33, the town voted itself into cityhood on May 29, 1916. The new city’s Board of Directors promptly deemed sewage plants unlawful within the city bounds, and Monterey Park was born. The name Monterey Slopes comes from an old government map that depicted the area’s oak-covered hills. The city of Montebello was formed in 1920 when a large chunk of the city’s southern suburbs broke away.

By 1920, Asian residents in the Monterey Highlands had joined the white and Spanish-surname pioneers, cultivating potatoes and flowers and establishing nurseries. To get their produce to Los Angeles, they built a path on the Monterey Pass Trail. The nameless route, which had previously been used as a movie location for westerns, was christened Coyote Pass by pioneer Masami Abe.
