Manhasset Bay was once known as Schout's Bay, Martin Garretson's Bay, and eventually Cow Bay or Cow Harbor. Cow Neck was separated from the lands to the south by an 8-kilometer barrier in 1659. The settlers came to an arrangement that each of them may have one cow around their neck for every section of fence they built. When the barrier was dismantled in 1677, the territory was more formally partitioned among the settlers. Manhasset was dubbed Little Cow Neck, while Port Washington was dubbed Upper Cow Neck.

Little Cow Neck was a victim of the British during the American Revolution. Many structures and properties were torched, confiscated, or damaged, including the 1719 Quaker Meeting House. In 1784, the Town of North Hempstead split from the Town of Hempstead because the south, mostly populated by the Church of England people, remained faithful to the monarch. The Yankee Congregationalists controlled Northern towns and villages, which favored independence.
